Civil marriages need to be recognized. So the State licenses certain people to perform marriage ceremonies besides religious ministers. These include judges, Justices of the Peace, Mayors, and in some places Notary Publics.

It all depends on local law, see if your intended family member can qualify ... or get qualified to perform your marriage ceremony.

It would make the marriage invalid. If the family member is a priest or preacher or a judge or a captain of a ship, they can marry you. In some places a Notary can marry you.

It is possible if the said person is authorized to perform marriages in your state. You should contact your state authorities to find out the exact requirements. We were married by a friend of ours who is an ordained minister of the Universal Life Church. I think, just about anyone can get ordained with them, and perform weddings - check their website for information on the online ordinations.

that person has to be licensed to do so you can call the registrar in the county where you live and ask them. sometimes there are certain licenses that ordinary people can apply for to perform wedding ceremonies.
