My daughter's PC is very old and we don't want to install a lot of "Cyber Nanny" software. I'd like to simply not allow her access to the Internet Options, Downloading stuff, and clearing the History, and Temporary Internet Files. Can you help me, please??? By the way, the machine is running Windows Me!!! Thanks a bunch.

Spybot - Search & Destroy has advanced features which allow you to lock all users out of being able to access Internet Options from inside Internet Explorer. Read the link I posted, there's a complete description of how it works.
