So he could get three quarters back. He was trying to complete his state quarter collection.

He gave the clerk 4 pennies cause his bill is $3.29 and this has 4 pennies in it. It is to avoid receiving more pennies in his change.
It is common for people to do this. that is, give the exact pennies in the amount due in order to reduce additional pennies in their pocket.

This way he would receive an even $1.75 change

If he had not given the four pennies he would have received
$1.71 change. This would be only one extra penny but perhaps he may also have wanted to get rid of the extra pennies that he already had in his pocket. Different reasons ??

He figured out that .29 minus .04 is exactly .25
He did this to get rid of his pennies and have a small amount of coin change. This way he only had to carry three coins (quaters) in his pockets, instead of the .71 cents he would get back plus the four pennies he was already carrying.

Look at the change:

Change for $5.00: $5.00-$3.29 = $1.71
Change for $5.04: $5.04-$3.29 = $1.75

It's much easier to make 75 cents in change than 71 cents (since 75¢ is just 3 quarters).

On the last 29 cents he gave him two dimes, one nickel, and four pennies to equal 29 cents.

well, so that the clerk would give him $1.75 in change rather than smaller change. Maybe the clerk only had quarters for change.

Your reading to much into it,, He did not have any cents of Direction. ( Like most people wondering around life ,like a Zombie sucking up somebody elses Cents ) Sound Familiar....A penny for your thoughts....

$5.04 - $3.29 = $1.75
$5.00 - $3.29 = $1.71

I can only guess he wanted a $0.25 in his change rather than assorted lower denomination coins
