What if time travel is only possible within one's lifetime (like Quantum Leap) and the first machine won't be invented for at least 100 years? Or what if time travel is only possible via a speed-up of time, but not by reversing time? Or maybe it has been determined that it is unsafe to travel backwards to where you might mess up the past and therefore the governments have regulated that time travel may not be made into the past? Or maybe the nations of the world have destroyed themselves and there is no one left to invent/build a time machine...
Lots of possibilities... the last may be that time travel isn't possible, but I don't want to rule that one out yet. :)

It depends on how you think of time, some would consider it to be like a spear with us at the head and a trail behind us, which would make time travel impossible until we reached that stage, it's all relative, besides, how would you know if someone from the future came back?

It is possible that any time travel would be regulated by the government and would have strict guidelines not to interefere with the past, so it is possible that we would never know.

Not unless they haven't left yet. They could go back a few years ago, kill Hitler and then nobody alive today( except for those alive then already) would be alive because they changed history, including them, at least in this dimension
