The big puffy bits on the outside are the labia majora (big lips in Latin) The smaller ones just ouside your vagina are the labia minors (little lips). You might also still have your hymen, which is also right at the entrance to your vagina. That's what it sounds like. Check out http://www.coolnurse.com/hymen.htm for info.

The doctors call it a skin tag. I had the same exact thing and it freaked me out so I made a doctors appointment and thats what they said. Sometimes they go away but the one I had just got irritated. They are not harmful - just a nuisance and irritating. All it is is a little bunch of skin in an awkward place..:-)

I would go to the doctor and have it checked out to put yourself at ease. I have no idea either. Could be the hymen??? Get a medical opinion. You will be fine. Promise.
