When a tenant flushes toilet and when bowl fills w/ water, seems like shower pipes rattle. And I have strapped the pipes in unit upstairs.

this is what they call water hammer. there is a cheeper way to fix this problem. on any fixture in the place you reside there is usualy a 90 degree fiting that goes to that fixture what you should do is cut the copper pipe 2 to 3 inches before that fitting put in a copper T fitting [hot & cold side] and cut a piece of half inch copper 6 inches in lenght with a half inch cap on the end of it .solder the cap to the 6 inch piece of copper ,then solder the T fitting behind the 90 this will stop the water hammer and only costs about $3.00 if you have some plumbing tools
