Low cost living in San Diego is not going to happen. There are plenty of free things to do. For something different, why not take a drive from San Diego up through the mountains and then into the desert. Shows the many different weather environments in such a short drive.

These are some of my "must-visit" places in San Diego whenever I visit home.
My favorite place in the world is Point Loma. On one side, the drive down to the tide pools is breathtaking. On the other, the view of San Diego is unique and peaceful. To enter the park is about $5.00/car, but you can also go to the visitor center, the light house, take a hike around the point, and see some old documentaries in the little theater.
I also would recommend visiting the Hotel Del Coronado, that's free. You can take the ferry across the bay, too. (for a price).
I always love to eat the best gelatto at "Gelatto Vera's" on India and Washington. Also, go to Old Town and watch the ladies make flour tortillas, I think you can buy 2 for a dollar, and with salsa and butter they'll melt in your mouth!
Another neat place, outside downtown, is Mission Trails Visitor Center on Mission Gorge Rd heading towards Santee. It has a spectacular view of the valley and if you walk along the trail you'll discover the Padre Dam.

Zelda is right - Torrey Pines state park is magnificent.
While you're up there check out the hang-gliding, paragliding, and radio-controlled airplane field. It's free to watch, and lots of fun!
Also, on Coronado Island, you can take walking tours of the grand houses, and also the basement of the Hotel Del Coronado which is a museum (and free).

There's lots of things to do. Just walking around the various neighborhoods like Old Twone, the Gaslamp Quater, the beaches is fun, as is riding the red metro tram.
