Steve has a point. But practically, they will both cause the same amount of damage. But since the car isn't always exactly centered with another oncoming vehicle, parts of the other car can penetrate deeper into the vehicle than a wall can.
If the speed is less than the bumper's rating, damage will be insignificant. If it's fast enough, it doesn't matter how totaled the car is.

But I'd say a head on collision would be more painful than an unmanned collision test into the research center's barrier. So, put me down for the head on collision as being more damaging too.
