I've been there. Update your video card drivers, available at the manufacturers site and usually always free, if not go to DriverGuide.com and it's easy enough. A good idea is to also upgrade your BIOS but unless you know a bit about it, I'd recommend having a tech do it. BIOS upgrades are also found at the manufacturer of your motherboard or DriverGuide. Lastly, upgrade DirectX to the newest version. Other than that, there's nothing else to do but upgrade components, but since you say yours is new, it may possibly be that your hardware accelleration is too high, believe it or not. You can try backing off on these levels easiest by opening the start menu, click Run, type C:\Program Files\DirectX\dxdiag.exe and hit enter. There's a tab for Display and sliders for Acceleration. Haha, it is so funny because i have the same problem
i have been lagging on Halo for the past month
but every other game work better than a charm
my stats are
AMD Opteron 165 overclocked to 2.8ghz (dualcore)
2gbs of OCZ Platinum Edition
2 7800GTs in SLI
yea, don't tell me i don't have a good computer
i know it isn't awesome
but i know it will play every last game out there on full graphics with atleast 50fps.
If you are playing online, it might be the revision of the Halo, they probably screwed up the programming or something.
maybe check for spyware

RAM makes a big difference too. Make sure you have a decent speed processor, atleast a 128mb video card, and atleast 512mb of ram....in my opinion that would be minimum for OK game play. But RAM does make a big diff. Hope this helps.
