The Best. Well, here are, in my opinion, the top 5.
1. Bob Dylan
2. Neil Young
3. Bruce Springsteen
4. Paul Simon
5. Leonard Cohen

I think these 5 musicians pretty much speak for themselves. My answer may be centred more around the lyrics notion of songwriting, but i think the beauty of these guys was in the brilliance of their lyrics to carry whatever level the music itself was on.

Due to the lack of female artists mentioned i will add Janis Joplin, Sandy Denny, and Joni Mitchell to the list.

Jim Morrison,Adam Duritz, Chris Robinson, Bruce Springsteen and Janis Joplin are ,in my opinion, some of the best songwriters. Their songs are poetry set to music. When you can take the music out and the lyrics still paint this picture or a story in your head, you're good.You're real good. You're not just a singer/songwriter. You're a storyteller.
