Either you've got a program interfering with your access to the files, or the security permissions are set incorrectly (possibly done deliberately by a rogue program?) Right-click the file (or the entire folder they're located in), go to properties. Under security, make sure your user account has full control, then try to delete again. If it's a file security issue this will solve the problem.

If that fails, boot into safe mode and try the same again. If it's a program access issue, booting into safe mode will probably solve the problem.

If that fails, run a full antivirus/antispyware sweep to see if you can pick up malware loaded on your computer (they love to load nasty bits in jpeg images). Delete the malware, and you'll be able to delete the files.

If all else fails, make a boot disk and boot from disk, then remove the files manually from a command prompt.
