There really is no 'best' school for acting, but there are some 'mafia' schools- meaning schools that when put on a resume after college are very impressive and give you an advantage. These schools include NYU's Tisch, Julliard, Yale's Thater Program, Northwestern's theater program, and several others.
(I was given the above advice from a Broadway casting director whom I worked cloesly with and took classes from).
Above all, pick a school that fits YOU, that fits what YOU want. Also, make sure you look at who has graduated from their musical theater program, try to go see some of their shows and look at if they allow you to take liberal arts classes as well, or if you are isolated in the theater department.

NYU, Ithaca, I'm going to Elon University for musical theatre in the fall.

For the one who mentioned Julliard, as far as I knwo they don't have a musical theatre program as they want students to specialize in one art. Musical theatre programs specialize in 3 (singing, acting, and dancing).

Here's a list from www.collegeconfidential.com of schools that offer majors in musical theatre.:

CCM - Cincinnati Conservatory of Music
Carnegie Mellon
NYU (only takes 6 a year, 3 male 3 female)
Boston Conservatory
Syracuse
Ithaca
Shenandoah
Hartt
Catawba
Point Park
Michigan - Ann Arbor
Florida State
Elon (Takes 16)
Penn State (even they only take 10 kids each year)

NYU and Yale Universities. If you want a school with an affordable price, you could try SUNY at Purchase in Westchester County, a suburb of NYC.
