It's a different sort of rift. The Torchwood rift is a space-time rift, the other rift is a trans-dimensional rift to a parallel universe.
They are not interchangeable and do very different things.

Plus if Rose came back then how could we meet Martha Jones in series 3... she looks fun!

The Torchwood rift was a time rift between Cardiff 1941 & present-day Cardiff.It was closed to stop Bilis moving between the 2 time-zones.
Rose & The Doctor are separated by a dimensional rift ie 2 different places in 2 different dimensions.Basically it's a wall that can't be knocked down & will unfortunately always keep them apart.
