how do you take a decal off a windshield and put it on another space on the windshield?

You could try a hair dryer to warm the glue from the inside, get it good and hot. Then take an old fashioned razor blade scraper and slowly scrape, "not peel" the sticker off. good luck

usually you will ruin a decal if you take it off.

You probably can't without tearing it. Take it off and buy another one.
