I am writing an english paper and want to know if it is correct if I end a sentence with a quote and put the period outside of the quote. Should the period be on the inside?

all punctuation marks should go inside the quote.
"To be or not to be that is the question."

He said, "I will survive with strength". Some newer thought puts the period within the quotes so either should be okay unless the reader is unaware of this.
