Why was it put on?

the civil service test is a VERY difficult test that is taken when someone wants to work for say the post office the government in some way(military installation). they HAVE to pass this test to be able to work there. its tested to see if the person has the required intelligence it also has a personality portion to it along with advanced algebra, i believe some calculus, written essay questions etc. like i said its very difficult exam.
I have know many people to take this exam only a few to pass.

I took the civil service test and it was hard, but it has nothing to do with delivering mail. If you can read and add and have some common sense, you can deliver mail.
