You can not download a high speed connection! Get it so you can watch videos in Realtime! It is so much better and once you see the speed you will also see dial up is slow as a turtle! Your java is at www.java.com
I went High Speed and I will never go back!

www.java.com and you will get an option to download it from their menu.
EWitherway java is only usd to play the content not to accelerate the streaming. That is entirely left up to two things.
1. your internet connection
&
2. the traffic on source website

In order to play at a faster stream rate without pauses that is you need a broadband connection.
At least a 512KB Connection but a recommended is 1.5meg connection.
MEANING.. yes you need to get broadband.

Java is at http://java.com/en/download/index.jsp

And anyone that tells you that you can speed up dial-up is either scamming your or lying. You can get programs which claim to speed up browsing but for regular downloads there is no way.

If you're trying to watch videos online with dialup, DON"T. It's just too slow, dialup does not have enough bandwith to stream videos properly. I would suggest you get a highspeed connection like cable or dsl. You can download Java here https://sdlc5b.sun.com/ECom/EComActionServlet;jsessionid=669D01144DEC97092924F7AA52303DF4
