Depends on what you like.
The Volkswagen GTI is much easier to modify for real gains because it has a turbocharger. You can spend a $300 on a chip that will give the GTI 25-35 more horsepower instantly.
The Volkswagen GTI bone STOCK has 207 lb-ft of torque. Compare that to the Civic's limp wristed 135 lb-ft. TORQUE is what moves the car and it's what you FEEL when you hit the gas.
Revving to 8000 rpm sounds great, but it sucks to have to thrash your engine to feel anything remotely like real power from it. The GTI have power from the second you touch the gas...and thats before you modify it. There is NO mod on the planet that is going to give that Civic 207 lb ft of low end torque. Period.
You can do all kinds of rice boy poseur mods to the Civic like a cold air intake and a giant exhaust system and yellow spark plug wires but unless you are ready to spend a few thousand dollars they are only going to make a difference in your imagination. All the intakes and exhaust mods in the world won't come even close to doing what a little tweaking to a turbocharged car will, sorry. Oh and the GTI also has variable valve timing just like the mighty VTEC.
That said, if you like the Civic, I'd say test drive both and see what you think. The Civic has it's own advantages. It's going to be more reliable than the Volkswagen. It has sleeker, coupe styling that might appeal more to you. It has a pretty cool futuristic interior.
Both are safe, quick little cars, the Honda is more reliable. The GTI is much easier to make NOTICEABLY faster-- if that is important to you.

Automobile Magazine picked the Civic Si, but Car and Driver did a bigger test and chose the Volkswagen. If it was up to me I would go with the Volkswagen, as it looks better, is faster, and will be about the same in reliability.

i work at a honda dealership-service..
and i think u should get the civic si because theylook hot
and they are fast. so far i dnt see that much problems with them at my job..you cant go wrong with hondas though..they are reliable and affordable and for maintainances they dont cost as much as vw. honda parts have a good prices too..but with vw..they are expensive...
anyway..i think the civis si is hot

2 1/4 in to 3 in pipe or the exhaust the list goes on and endless
