Funny, old man, I was dealing with that last night. I'm a journalist serving a community with pockets of serious crime, and was covering a story I wish wasn't there to be covered.
It's largely about economics. Hard times breed desperation.
The desperate lash out in a variety of ways, many in conflict with law and commonly accepted morality.
The shadow of crime over a community only deepens the despair, the vicious cycle has its play; the theft, addiction, and violence become self-reinforcing, and an amoral ethos is established as a local standard.
This only furthers the economic decay, and I suppose you can fill in the rest.
I love my hometown, but it has its cancerous spots.

Could be but I think a lot has to do with the level of stress. Larger cities have higher crime rates. People can only deal with so much before they snap.

Of course it is environmental...
Rich areas are heavily populated with rich people who need not commit crimes. Rich areas are more heavily patrolled by police, thus reducing crime. Poor areas have high concentrations of poor people, thus more crime due to theft, illegal drug sales, etc.
