You can't say that someone has a good or bad personality because this would be a subjective perception of the other person.
People usually judge others through comparison (usually comparing others to themselves). It's as if a blue flower would say that a pink one is not a good plant just because it isn't blue.
We have different personalities and we usually consider that a person has a good personality if his/her personality resembles our own. Those who don't (re)act the way we would, are automatically perceived as being bad/negative/abnormal/weird/etc.
Of course not all people judge others this way, but this is the general trend.
You can't talk about a good or bad personality. Each personality is both good and bad in its own way (i.e. it has both positive and negative qualities).
A phlegmatic for example could say that a choleric is a bad personality and the other way round. Can this be right? Is it right to judge people who are just different from us?
Anyway, I think it is more important to take care of our own personality (enhance positive qualities and try to get rid of the negative ones) rather than fill our time categorizing others (unless we do it for research, for understanding other human beings or for helping our personal development).

One could write a book as an answer to your question.
I cannot describe all the virtues a human being would need to have a good personality but if you have a chance to watch the
movie Howards End, one of the character protagonists - Margaret portrayed by Emma Thompson comes very very close in my mind as to what a good personality looks and feels like.

Do you see the pattern emerging? LOL
