ok #1 is 85% but a percent is a fraction just put 85/100 and then simplify

1.That's 85% over 100% and if you reduce it down into lowest terms, it's 17 over 20 and you can't reduce anymore( it reduces by 5 meaning divine 85 by 5 and 100 by 5 getting 17 and 20).

2.That's 60% over 100% meaning 6% over 10% ( take out the last zeros) and then reduce by 2 giving you 3 over 5 and that's as low as it can go.
