that's an image file. You can use "Alcohol 120%" to open the contents of the .bin file without burning it on a CD or DVD, which you can do aswell if you want easily with the same tool.

There is a file extractor called extractnow that I have used to extract bin files. http://www.extractnow.com

Normally a .bin file would also have a .cue file and would be used to burn a cd or dvd. If you need to create a .cue this is really easy, take a look here http://www.tech-recipes.com/windows_tips881.html or http://forums.afterdawn.com/thread_view.cfm/7976

a .bin file is SUPPOSED to be a "runnable" file.

The .bin extension indicates that the file is in binary.

You should just have to "dbl-click" the file.
