Use a program like Nero, WinISO, WinImage, or Alcohol120%.
Most CD burning software will recognize this file type. Open up your CD burning software (if you have any) and click "burn disc from image".
Alcohol120% will allow you to create a "virtual drive" on your computer and do the same thing as above, but without having to actually burn a CD.

Hi smokey, I must confess to being unsure if this would also help in addition to the first answer (so look for thumbs down!!!), but this link gives you all the codecs you'll need, and its installer helps sort out the ones you already have. Read the main paragraph on the following webpage, and if you want to try it, go for the FULL pack.

Then, via "My Computer" icon on your Desktop, go here after the download and read carefully the file "readme.rtf" so you get a good idea of what the Pack is.
C:\Program Files\K-Lite Codec Pack\info
Then install it and follow the on-screen options.
I noticed in the readme file it recommends you should opt NOT to install everything (although I'm not sure about why).

There is a file extractor called extractnow that I have used to extract bin files. http://www.extractnow.com
Normally a .bin file would also have a .cue file and would be used to burn a cd or dvd. If you need to create a .cue this is really easy, take a look here http://www.tech-recipes.com/windows_tips881.html or http://forums.afterdawn.com/thread_view.cfm/7976

Why precisely are you attempting to open a .bin document. it somewhat is a binary document. there is not something in it you may desire to envision. you may get an editor for binary, yet you nonetheless won't be attentive to what you're watching.
