A .bin file is a type of CD/DVD image file. You would burn this file onto a CD or DVD with the burning software of your choice by selecting burn image in the menu options. It is typically accompanied by a .cue file as well, but it is not necessary to have it.

You may also be able to run the .bin file on your computer if you download and install a media program called VLC Media Player (google it, it is freeware). Otherwise you can extract the image from the .bin file with a program called isobuster (google it).

There is a file extractor called extractnow that I have used to extract bin files. http://www.extractnow.com

Normally a .bin file would also have a .cue file and would be used to burn a cd or dvd. If you need to create a .cue this is really easy, take a look here http://www.tech-recipes.com/windows_tips881.html or http://forums.afterdawn.com/thread_view.cfm/7976

a bin file is a binary file. They are usually executable. Change the extension to .exe on a pc, and double click it.
However, to avoid viruses, etc, I'd call your cousin first (or send a seperate email), and verify that he/she actually DID send you the file. (If they don't know what you're asking about, DON'T run the file).
