The official new term of Congress doesn't start until January and the first session. Every new administration is considered to be given 100 days to prove themselves. During this period people are supposed to reserve their judgment to give the new administration time to show their strengths and weaknesses.
Of course the press and most people will start judging the new administration before the first decision is made. The 100-day grace period is really just a designation given by the press.
The democrats do want to bring the troops home, but with such a slim control over Congress and in the face of a very strong President they are going to have a difficult time. Now, just before the new Congress gets set, President Bush Junior is increasing the number of troops in Iraq. He wants to win the war, or reach a successful point where he can withdrawal and save face. After he increases the troops then when Congress demands a troop reduction he can do that while still keeping troop strength near to current levels.
It sounds like a cheap tactic, but I think that President Bush actually believes he can win the war. I think that the war is unwinable at any troop levels. I also think that Bush will continue pretty much as he has, he has been ignoring Congress a lot until now and probably will continue to do so. He is the most powerful president since Nixon and it is going to be hard for Congress to recover that power.
There is some lame talk about Impeachment, but that requires a 2/3rd's majority. The Democrats will investigate the war and try to fix blame, they will also try to reduce troop levels, but they are going to have trouble doing that, just like they did during Vietnam.

The first 100 days are the legislative cycle for the House and the Senate. I believe the Dems as you call them plan to work at least 50 days longer than the lost congress and senate. They're looking a health care reform, lowering medication prices, reducing the deficit and stem cell research. They can't really do anything about the troops until President Bush presents them with his ' new ' revised plant can they and that's sometime this month.
Oh yeah I do believe the Dems hope to reduce gridlock and actually try bipartsanship, maybe the GOP will take a leaf from the late Gerry Ford's book and actually try before they start whining.
They were in power the last dozen years , time to let the other party have their shot.
BTW I'm Canadian so Idon't have a vested interest in what the US House or Senate does.

When ever there is a new Senate, House, or Presidential position being filled, the news media always make a big item of the first 100 hours. This is so that they can view the direction and get a measure of the progress that they are going to make.
Congress can not order the troops home directly, they can only stop the funding and force them home financially. This however is not on the agenda for the House or the Senate.

100 hours, as others have clarified: Minimum wage hike, reduction of student loan interest rates, and I forget the third. As for actually getting them past a presidential veto, that's the beauty part - these are matters on which public AND congressional opinion are firmly set so that any veto can be overridden. That's why minimum wage, for instance, is part of this first 100 hours - it's a slam dunk.
Iraq was a major issue of the campaign. Bringing the troops home was NOT a commitment of the first 100 hours.
Tone of your question is interesting - truly curious and not knowing? or trying to create a straw man to criticize the Dems?

It isn't the 100 day....its the 100 hour..they want to get things done in the first 100 hours of session. NO,it doesn't say anything about the troops. Raising the minimum wage, stem cell research and lower interest rates on college loans. This is what they want to do, but they forget that they have to get it past the prez to make it law...

As far as I can tell, it's a publicity stunt meant to make everyone like them by handing out candy to all the infants. It's stuff like lower medication costs for senior citizens, student loan interest rate cuts for college students, and minimum wage hikes for the workers. Little things that quickly satisfy the greedy little Americans but make no actual progress in repairing society.
I'm a Democrat and the speed at which we're turning our victory into a downfall makes my head spin.

Stop treating your citizens like dogs who will be happy if they're thrown tasty scraps of meat while the doghouse and yard burn and rot.
