In Quebec we have the strange situations at many traffic lights of, when at a red light there is no special lane for cars that are about to turn, when the light changes the cycle will first be to green arrow straight several seconds ahead BEFORE a green arrow turn, thus backing up traffic in a travel lane. Does anyone know if there is any other jurisdiction in the world with this idiocy?

That is to leave time to the pedestrians crossing that street to get to the other side before the cars can cut them and turn...
Usually the pedestrian light is to WALK when the traffic light is the arrow and the the pedestrian light starts flashing to DON'T WALK when the traffic light turns green...it's not just to **** you off...
