I understand that it is a good absorber of infared energy because it reflects no colors of the visible light spectrum, by why would it be a good radiator of heat?

Conversation of energy. Anything that absorbs heat quickly also must be able to radiate (loose) heat just as quickly. Otherwise, it would gain heat faster than it lost it, so the black body would eventually become infinitely hot, even in a cold room (which would also violate the 2nd Law of Thermodynamics, which implies, among other things, that heat flows from a hot body to a colder one, not the other way around).
