It pretty much showed how weak the federal government was. At this time the US government was running on the articles of confederation, which had greater roles for the states and a very weak central government. The Federal government pretty much had to hope the states were willing to agree on anything for anything to happen.

This lead to the Federal Constitution as it stands now.
