It should be the gym in the town about palet town. There is a gym in there which is the 16th gym. If you already have completed that gym. Go all the way down from palet town untill you reach to sea. Swim down and you should be at cinnabar island and they will tell you that the volcano erupted or something like that. Then swim right from cinnabar island and you should find an island where Blaine is at.

Well, which Kanto Gyms have you cleared?
Cinnabar Island is the most missed one.

When you go to Konto or whatever, its on that volcano island or something, i think it's called cinnabar island
