There really isn't unless you can find one that is closely moderated my a 24/7 moderator. Even then some slip thru the cracks. As for My Space that's a pedoifles dream site. We've busted over 235 preditors on that site. There are some Religious Sites but they sneak in there too. Your teenager could start his own blog or chatroom with a little effort but then you need to download some software such as Chat room rulemakers

Well, there are lots of chat room with other students and stuff (for example, Yahoo! chat rooms have chat rooms for students). However, these chat rooms sometimes contains pornographic links or discussions. Also, vulgar language is oftenly used. If you're looking for a "safe" chat room, you should find a chat room with a filter or an active admin/mod that can kick/ban these types of things/people.
