He should be careful, aren't govt. workers the ones who always go on some workplace shooting rampage and kill everybody?

Report the incident(s) to his supervisor, then if nothing is done, file a complaint with the Federal Equal Employment Opportunity Commission (EEOC), the State EEOC, or Human Rights Department, after you have him arrested for assault.
You and your co-workers should document all incidents - Who (aggressor and victim), What (describe the incident in detail), Where (place), When (dates and times), along with witness names, titles, and statements. You will need a copy of such documentation when you talk with the supervisor.
He has been warned many times and his continual harassment has created a "hostile working environment" wherein all employees are afraid for their well-being.
I believe that he is under the mistaken impression that since he is a supervisor and works for a local government agency, that he is untouchable.

Explain to him that if it doesn't stop you'll report it because it isn't appropriate in the work place (although it is kinda funny). You should think long and hard before filing a grievance or lawsuit - future employers wont want you if they think you are the type to be quick to file a suit rather than work out a situation. I don't think this situation calls for a law suit.

Two things here. One your being bullied and two you are being assaulted. Lets see if he gets the joke when you sue him for pain and suffering or better still take leave from work due to a stress related injury and then sue both him and the owner of the business. This behavior is not acceptable at all, joke or no joke. You need to one get a attorney and two put this man on notice that the behavior is not wanted.

Look him square in the eyes the next time he does it and tell him that's the last you will ever slap someone else. Then in front of him pick up the phone and dial 911.

Report him to his supervisor immediately, and try to get the other to do the same, this is harrasment and assault-
next time he does say real loud "Please don't touch me, I don't like" so everyone can hear. The more witnesses the better
