I have sand substrate in a 15 gallon right now, i need some sort of fish that will bury itself, or some sort of snail that will move the sand around - i just don't want to deal with over-populating..again.

Malaysian trumpet snails will burrow through the substrate. Most fish stores should have them.Another fish , other than corydoras, to try is the khuli loach

I think you should get any Corydoras Catfishes. They search for food and bury other fish waste and does not eat it. You should put small pellets from time to time so they have something to eat.
