It's time for me to buy a new surge protector and i was wondering what it means when the red light is on constantly, whe?

Quickest test is to plug a working lamp into it and you will know for sure. I never did trust pilot lights. If that light is out, it doesn't necessarily mean the power is off. Be safe and test the power strip first. The newer ones last a lot longer especially if they are LED's and not tiny bulbs which used to burn out.
Be careful and if it isn't working right, replace it !

Red light simply means strip is on / live. When the strip is dead due to spike or surge, the light goes out and you need to reset it.
