Spinning tops. Hoops and sticks. Rag dolls. Depends on social class too!
Posh kids had scaled down versions of their parents' things.
Think doll hoses, prams, boats, wind up tin toys.
Paints, paper, crayons.

What kind of toys? And specify Victorian times, do you mean the entire 19th century, the second half, or the turn of the century, which would actually be Edwardian?
It would also depend on location and access to merchants, status, and how deep into industrialization we're talking.

There are always dolls, as well as baseball bats and ball. I think jacks would fall on the later end of things. Also things like paper dolls and wooden animals(Noah's ark type thing) were fairly popular.

there has always been toys. Just simpler. A ball and stick or carved dolls or skipping rope. Sleds, skiis, Physical activities. Check the net with same question. Worth a few bucks now for original toys.
