Depends on what you define as 'best', as well as what kind of videos you want to watch =)
http://videos.google.com is always good, side selection, plus some pay content. Some full videos for free.
http://www.spikedhumor.com has alot of strange/funny clips, as well as some full episodes of TV shows (not many)
http://www.youtube.com has alot of stuff, I personaly use it only for music videos...
Myspace has a video section, you can always go through there.
If you want TV episodes, like actual TV, you'll have to download them. www.torrentspy.com and search around, legality may be an issue however..

They have some really cool, and trippy ones. If you look for WEED there is one where spongbob is on weed, hilarious.
If you like South Park, you can go to
www.allsp.com (sometiems it works)
As far as video's like, actual video's, I am not sure..check it out..but those are the best ones I have found so far...

well, it depends on what ''videos'' u wanna watch. if u wanna watch music videos, aol and yahoo are pretty good. or if u wanna watch like, just anytype of video then u shud go to youtube. they have like, anything u can think of on there, but the video quality isnt that good. hope i helped xD

youtube is great, it's kind of frustrating if you do a single word search, because you get 1000's of videos, but that is probably the reason why's still the best.
