You have too many pets when you can no longer provide adequate care for all of them.

Well based on not only human health, but the pet's health also, I think the maximum of house pets should be 5. I have 2 cats and 2 dogs. I can definately tell the difference when I walk into someone's house, who doesn't have any pets, and when I walk into someone's house who does have pets. The air and environment is not as clean and healthy. Pet dander and the things brought in from the outside from the pets also have an impact on your home. Some people don't allow their pets outside, but all animals need to have fresh air, even if they are tied up outside, they need exercise. But, if your grandmother takes care of all of her pets, including routine veterinary checkups and they aren't neglected or let running loose all over the place (getting onto other people's property), it shouldn't be a problem to the community.

Are her pets loud and ill mannered? Do they soil in the neighbors' yards? Are they house pets? Are they taken care of properly? I have 5 dogs, 9 cats, a lizard and 3 rats - they're all healthy and well adjusted - BUT the dogs are let out on long leads so they don't soil in our neighbor's yard and everybody loves our cats because we have no problem with mice, moles, voles, snails, moths or any other kind of creature cats are capable of hunting - and then depositing on our doorsteps as gifts. What kind of community threatens to take away pets? Are there restrictions of some type she has violated? Hard to answer your question without knowing more. BUT, if anyone tried to take MY pets away, they'd be looking to lose some teeth. :)

the limit should be around.....7 or 8 at the most. i only have 3

I don't think there should be a limit, as long as the dogs are well cared for and healthy and happy, there is no reason why they should be taken away. Even if they are a disturbance to neighbors, then they can get used to it.

I think that if she has the means to look after them properly and has enough time for all of them and they're not distrubing anyone they should leave her be. I know people with 42 parrots in bungalows who all get attention and they do fine.

As many as the owner can take care of financially-- and appropriately-- without risk to the owner's health or cats' well being.

if they dont bother the community then they should not take them away... that would be mean :( :) haha.. well tell your mom i hope she can keep them! or if she has to get rid of a few you should take them thats what i would do! think.. its for your mom.. how many things has she done for u? ~Bailey~

As long as they aren't actualy harming anyone or their property I think it should be fine. Also those pets are HERS. Noone can take them away.
