From the site listed in the source:

1. Open the My Documents\EA Games\The Sims 2\Music\ folder.
2. Copy your WAV or MP3 music files into the relevant folder.
3. Start The Sims 2, go to Options —> Music Settings —> Radio Station and select the songs you wish to play.

When they say folder, they mean the radio station, such as 'metal' or 'oldies'.

The easiest solution I can give you is to tell you what I use. Go to http://www.aussietopenders-sims2.com/Programs.htm , scroll down to the bottom, and download the music manager program. This program will allow you to choose music from your collection to play in the game. there is even a movie manager which allows you to put your own movies on the sims TV
