Yes, you should take acting classes.
As regards agency, do you mean an agent? They send you out for job auditions, and for their troubles get 10% of your pay. If any agency asks for money up front, don't sign with them.
Don't get one until you have more experience.

Here's the deal if you really want to be an actress... take classes, study hard and I will buy tickets to your movies or watch your shows on TV. Every actor, beginning or advanced should take classes. There are a lot of things you should learn as well, History, Science, Economics, Social Studies...etc. These all help in the actors realm of study to become a good working actor. By the way, if all you are looking for is fame that's another topic and I never discuss that with anyone.
With in the acting circle you will find that you will need skills (skills can be learned) in an assortment of styles that boil down to Comedy and Drama. You should study both because they are the basis of everything in life and are often times intertwined.
If you have a drama program in school take it. If you can afford classes out side of school, even better. Read books on acting methods. Join a group like an informal Improvisation Company. Audition for your Community Theater. All these help to get you closer to your goal.
Agencies are another matter that I think you should wait on, but when you're ready you will know and there will be someone who will want to represent you. No agent or agency will charge you a fee, but if they do, DO NOT SIGN WITH THEM. Also at your age you will need your parents to sign with you. Whether it is a private "Agent" or an "Agency" that represents you they will take up to 20% for non-union actors and 10% for union members. There are more non-union jobs so don't worry about it. This is a tough business so if this is really what you want stick with it. The personal rewards are fantastic even if the financial rewards suck. Be ready for lots of rejection and don't take it personal if you don't get the job.

If you want to be taken serioulsy as an actress you MUST take acting lessons, for 10 or 12 years.
There are procedures to be followed, you can't "join a talent agency." Most talent agencies in New York do NOT represent kids your age.

Actually, agents in New York DO represent people that age. My friend and I were with an agency (onesourcetalent.com) and she had no acting experience at all! You probably should take classes, but it would be even better if you went and tried out for some plays in your neighborhood, like me! :D
