I finished reading a good book called Rise and decline of Nations by Mancur Olsen. The idea of accessibility is not really an important issue (i.e I-95), great to have but what's viewed as being important is a 'stable environment'. Given reconstruction and Segregation left the south in a difficult state of being after the civil war, it took some 100 years to create a stable working environment. One key feature is the Unions (considered monopolies of labor) in the North are actually driving the Big Industry Southward. The southern environment is mostly free of Unions and is fairy stable. Unions up north and stable environments are perhaps the most persuasive.
