about:blank is not removable. It is the default page with nothing is open in your web browser.
I assume your getting this screen when your loading up your Internet Browser. In which case, simply make a Homepage for it.
In IE, goto tools->internet options, then find the box that says 'homepage' and enter in an address. (For example, www.yahoo.com) This will make it so that everytime you open up IE, it will automaticaly goto Yahoo first.

Its a highjacker and you will need to run your spyware removal tools. You probably got it from downloading some so called "free" software on the net which will also have to be removed because if you dont, it will keep reloading itself! Read the contracts on freeware, they will usually tell you they are going to add 3rd party software which is almost always some form of malware! Nothing is free on the net!

about:blank is just a blank page BUT there are browser hijackers which use it to load their software when your browser is started.
if you have noticed recently that your pc has become slower, or you've had more internet popups than normal then you could be a victim of browser hijacking, try this malware remover:
http://www.softpedia.com/get/Internet/Popup-Ad-Spyware-Blockers/Adware-Away.shtml
if you haven't noticed any of the above symptoms then you shouldn't worry about it too much.

Use Adaware or Spybot Search & destroy (freeware) to determine if its a virus.
Better still, change browsers to firefox. Its a lot more resistant to viruses & bugs than IE.

It usually occurs when you don't set a home page for your internet explorer. To undo this go to internet options and change the home page to something.
