What? Is it your penis and your hand? Then NO (if they both belong to you then if you have an STD it's already in your body). If someone is HIV positive there is a SLIM chance of contracting the virus if someone has an open sore or small cut on their hand and comes in contact with bodily fluids ie. (if someone ejactulates into their hand and it gets into their cut).

if your hand has some funky disease then you could pass it, but a STD without having sex, that's pretty doubtful.

if you have one on your penis then touch it with your hand if you don't clean your hand before touching anything you can pass it...also if you touched an infected person with your hand then touched your penis you could potentially pass it that way too.
