What type of degree should a person aim for a career within Web Development and Designing

As such no degree is required to become a Web Developer or Web Designer. You should have good knowledge of related technologies.

For web designing, you should have good knowledge of various designing softwares like flash, dreamweaver, macromedia, animation etc

For web development you should know programming language like php, dot net or java along with database like oracle,mysql,sql-server,msaccess etc..

In addition to above you should have good analytical skills too..

But reputed companies do prefer a candidate with a bachelor or masters degree in computer or engineering.....

Your best degree is your portfolio. Just start making sites for experience. Gather certifications as needed, such as Network+, Security+, etc. Those certs aren't that useful on their own, but when backing up your portfolio, they do help. Web development changes very quickly so there is no point in getting an actual college degree (not even sure if there is one and don't think so). Purchase and read books on MySQL databases and learn web-friendly code languages such as Java. Learn what the popular web tools are at the moment. You can start right now and make money while you're learning. I know high school kids that are developing sites for small businesses and family.

depends on your college, but a degree in art would be enough. Specialize in design elements or publication.
