how the Federal government (FEMA) responded or how the Governor of Louisiana and Mayor of New Orleans responded? As someone not living in Louisiana which group has the potential to impact your life more?

They ALL responded (or didn't) unimaginably poorly. They knew the HUGE storm was heading for a direct hit on N.O., did nothing, and screwed up rescue efforts. What went on in the Superdome was a travesty! No water, food, generators, sanitation, or security. Now, there is the question of the FEMA trailer fiasco......
FEMA definitely can affect the entire country. After Katrina, I have amassed enough food, water, disaster supplies, and ammunition to last 6 months. One of my dogs will rip an intruder to shreds. I'm not counting on FEMA, or anyone else.

The mayor of New Orleans and the Governor of Louisiana were essentially MIA. Shame on them, especially when they started pointing fingers elsewhere. Those tactics only succeed with those that are either totally misguided or infinitely stupid.

How the Mayor allowed 1500 school busses to be destroyed, when they could have been used to transport people who had no transportation out of harms way!!

I live in Florida, the blue tarp state. I would say FEMA. For those who don't understand, many people have tarps for roofs after all the hurricanes.
