What does that mean anyway?

It is a bad grammatical constuction. Ex.: Eating a popsicle, my dog got away from me at the ice cream stand.

The dog wasn't eating the popsicle.

Corrected form: While I was eating a popsicle at the ice cream stand, my dog got away from me.

No. It's a reference to bad grammar/structure. I don't do copy/paste, but check it out on Yahoo Search or Wikipedia for a complete explanation.
