Beg Pardon... Who was president in 1992, what party controlled Congress when Andrew took out most of southern Florida? What happened there? Welfare states are not correlated with political leanings. In fact, southern states recieve more federal dollars than they contribute to the feds coffers. Many liberal states, such as CA, OR, WA etc. recieve much less federal aid per capita than do other states, contrary to what you allege. The amount of federal dollars per capita directed to a state is more closely related to that state's wealth. The table I have linked to shows this. The states that recieve the most federal money relative to what they contribute are Alabama, Mississippi, Arkansas, Alaska, New Mexico, and North Dakota. All red states by the way.
