gene cloning is amplification of genetic material in a biological agent which has a fast growth rate e.g bacteria, bone marrow cell e.t.c. First the specific gene is isolated, then inserted into the host genome. The host undergoes cell cycle and amplifies genetic material each turn, hence copies of gene of interest are also made.

Usually when we talk about gene cloning, we identify a gene through some process (ie genome scan or something), obtain it through some process (usually PCR nowadays), put it into a vector for replication (usually in bacteria). It's a broad term.
