Afterwards head to Slateport and see Team Aqua steal the submarine. Follow them back to the cave outside lilycove and then to mosseep, get the badge there and HM 08 from Steven. Use dive and head south and you'll find a cave opening. Enter and you'll find the aqua sub and fight them.

go to the volcano where the team magmar was standing and a cave will appear go inside the cave and find archie and defeat him,after that groudon will disappear and go to lilicove and go into the hide out talk to the two team aqua and go to slateport and watch team aqua steal the submarine,after that go the lilicove hideout again and find the team aqua's member and defeat him.
after that go to mossdeep and defeat the gym and go to the space centre and defeat the team magmar with steven(it is a double battle.)
after you win go to steven's home and he will give you the Hm dive............................
