If something is absolutely 100% fact, but seems harsh against a particular race... is it racist?

No, it is not racist. A fact cannot be racist. It is how you use the information that can be racist.

For instance - say there are proven studies that say Aboriginal girls are more likely to be sexually assaulted by a member of their family than white girls (which is what a recent report has said). This may be a fact - but using that fact to say that "all or most aboriginal men sexually assault women" would be racist - because that is taking the information out of context.

No. Here's a fact:

An African American boy who was born in California in 1988 is three times more likely to be murdered than to be admitted to the University of CA.

The fact isn't racist, unless someone racist lied about the fact. It is reality. It doesn't mean that a African Americans are born inherently inferior to other people. It means that culturally they are at a disadvantage.

No, I don't think facts can be racist, but it all depends on how those 'facts' are presented. Like, in a racist manner, in a mocking manner, or in a more positive and respectful manner.

Facts can't be racist or anything else. If you draw conclusions that are racist ,from facts then you are a racist.

I don't think so.

But it has to be 100% fact and can't be anything stupid like "Jews are greedy" and "black people like watermelon".

Those are stereotypes, not facts. Stereotypes can be racist.

The only people who think facts are racist are black people. Everyone else can deal with facts (good or bad).

No, it's not racist.

If, for example, it's scientifically, 100% proven that black people are smarter than white people, it's the truth. Not a prejudice.

As it is the facts don't support racism.
