I will be traveling to Mexico next week, but I heard that we need a passport when traveling by airplane. Is this true when traveling by ground?

YES, you need a passport; no matter what mode of transport you use. You will also need one to come and go from Canada.

The laws were changed and set to go into effect on 1 Jan 2007. It is one of the many measures proposed to limit terrorist access to our country.

No, you do not need one when traveling by land. Only by air, and that doesn't kick into affect until Jan. 23....

Per US Dept of State website:

Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.

As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

There will be new regulations in place for American citizens returning to the US by air on 1/23/2007. Read the links below. I am not sure about if you are driving back into the US. I think that the gov link below will have the information for you. (I just returned from Mexico, by air, last night.)

Nope, per law as of 1-1-07, passport needed only if entering US by plane... only ID needed if coming to US by car. They are changing the law slowly but surely.

Just look it up on the government website for travel, if you don't believe me... but DON'T listen to those people who have no idea what they're saying.

depends on how far into Mexico you travel. The US has agreements with parts of northern Mexico that enable you to travel with your driver's license only.
Call a travel agent and ask. Better safe than sorry.

Yes, after Jan 1st you need a passport for both Mexico/US and Canada/US travel, no matter which way you travel--planes, trains, automobiles, etc.

I did not need a passport when I drove to Mexico from California about five years ago.

Yup! New US policy, even on a cruise around the bay, if you leave US shores you need a passport to get back in.

It is my understanding that as of the first of this year, you need on for both Mexico and Canada.

My neighbor is about to go on a cruise to Mexico and his wife didn't have one so she had to get one.

Yes, starting this month, you need a passport to go to any country, to which you didn't need one to go to, before. Mexico, included. But if you're driving, you also need spare change. SOmeone once told me, that if you don't give spare change, they'll shoot your tires.
