Do you an agent to start a career? Not necessarily - I'm sure you, like everyone else, has heard that one in a million chance story about someone going to an open call and starting a fabulous career and making a trillion dollars. It's a lot easier, however, and a lot more likely to actually happen, if one has an agent.
And even if you are that one in a million who is just discovered n an open call, you're going to get an agent eventually, because the most prestigious of jobs will often only be cast through agents, and if you haven't got one then you're out of luck. :)

It depends on where you live and if there is a lot of work for actors in your city.
In New York City, it helps if you have an agent, as the Casting Director will contact an agent when casting a film, commercial, etc.

No you don't but keep in mind that agents, legit agents, will have casting information that will not be available to the average joe.
